# Step-by-Step Directions:
01 - In a medium mixing bowl, combine the cream cheese, Greek yogurt, garlic powder, salt, and black pepper; stir until smooth and spreadable.
02 - Place one tortilla flat on a clean surface and evenly spread one quarter of the cream cheese mixture, leaving a 1/2-inch border.
03 - Sprinkle the diced bell peppers, shredded carrot, diced cucumber, shredded purple cabbage, and chopped chives evenly over the spread, arranging colors as desired for a festive effect.
04 - Gently press the vegetables into the spread and roll the tortilla tightly from one edge to seal the filling inside.
